it's been a while since i've thought about this, and so i need to update it to include Episode III material.
Here's the theory:
a non-droid character in a SW movie has a direct relationship between their level of goodness and the amount and styling of hair they have.
Good guys:
Luke - shaggy - a hero
Han - not as shaggy, not as 'good'
Leia - elaborate hairstyles, a real heroine
Ewoks - furry good guys
Obi-wan in ANH - has hair and beard - Jedi mentor hero
Lando - short hair, moustache - caught between evil and good.. but ultimately chooses good
Yoda - has wispy hair - a good guy but getting old
Anakin in Ep1 - mop-head.. a good kid
Anakin in Ep2 - shorter hair... growing less good
Anakin in Ep3 - growing it long again... trying to do good, but it's all appearance -- and after he turns to the dark side.. what happens: he loses all his hair!
Obi-wan in Ep1 - short, with padawan braid - trying to be good, but still occassionally condescending
Obi-wan in Ep2 - growing it out - more good than before
Obi-wan in Ep3 - shaggy with beard - a real hero
Qui-Gon - long hair and beard -- good guy
Padme - elaborate long hair always up in various styles - good guy
Admiral Ackbar - has hairlike stubbly beard thingys -- good guy
General Dodonna, General madine - beards.. good guys
Owen and Beru - needed haircuts.. good folk
Bail Organa - has moustache - good guy.
Kitster - needs a haircut.. good kid.
Biggs Darklighter - big bushy moustache - good guy.
rebel troopers - you can see their hair underneath their salad bowl helmets -- good guys
Bad guys:
Palpatine - loses more hair as he gets closer to being Emperor.. all the goodness is being driven from him.
Vader - no hair shown, and no hair under that helmet.. evil man!
Tarkin - going bald -- a sinister Imperial, but not as evil as those bald sith.
Darth Maul - no hair at all -- evil evil sith.
Neimodians - hairless aliens.. evil
Jabba the Hutt - no hair, evil
Dooku - has short hair and goatee - trying to show that he is still good - but as he dies, notice he loses his hair!
Jango Fett - short cropped cut... not evil, but not all that good..
Boba Fett in the OT - we never see his hair.. so he's a villain.
General Grievous - no hair - evil
Watto - scraggly beard, bald on top - only a little goodness, not much.
Imperial generals and admirals - no moustaches or beards, short hair - some might be trying to be good but otherwise they slowly turning evil.
stormtroopers - always wear helmets - bad guys.
clonetroopers - combine Jango's short hair with wearing a helmet - bad guys.
and this makes the best agent of good: Chewbacca -- utterly loyal and devoted to his 'honor family'
and then you ask.. what about Mace Windu, Mr. Bald Jedi... he's actually evil. or maybe he's just a bad-ass.
overall: if a character has long hair, most likely they are a good. if they have facial hair, they are good. if they don't have hair, or keep their hair hidden, evil!!! is this something subconscious in george lucas' mind (note that he is oft seen with a beard and moustache) or is it deliberate.
and that's my hair theory of SW.

i wonder if the facial hair thing is a sign of George Lucas' sense of 60s rebellion etc. -- the imperials (the authority) don't display facial hair, while the rebels have members with facial hair.
